Governor Mohammed AbdullahiAbubakar of Bauchi state has in his efforts to revitalize the health sector signed four health bills into laws that were recently enacted by the State House of Assembly.
The health laws assented by Governor Abubakar include a law establishing the directorate of medical laboratory services in the ministry of health and hospital management board and a law to establish a directorate of traditional medicine, regulate the practice of traditional medicine, register practitioners as well as license practitioners.
Others include, a law to provide for the establishment of Bauchi state health trust fund saddled with the responsibility for the collection, managing and disbursing funds to public health institutions and a law to provide for the establishment of the Bauchi state health contributory programmes for all residents of the state.
This new development was made known by the Commissioner of health, Zuwaira Ibrahim Hassan while briefing newsmen, Civil Society Organizations, CSO and other development partners at the conference hall of the emergency operation center in Bauchi.
The Commissioner expressed government's readiness to work with partners and civil society organizations to come up with comprehensive operational guidelines to ease implementation.
On the law to provide for the establishment of Bauchi State Health Trust Fund, the commissioner pointed out that funds shall be generated through 5% of monthly internally generated revenue IGR of the state government, 1% of the statutory allocation of each of the local government councils of the state and 1% of the amount of all contracts awarded by the state government and local government councils in the state.
"When the state health contributory management agency comes to effect, it will improve the universal health coverage by reducing cost of out of pocket expenses and improve coverage such as outpatient care, treatment in the hospital for inpatients, antenatal/ postnatal care for pregnant women, provide cost of essential drugs, laboratory test/screening including pediatric service", she said.
"The ministry of health will submit a memo to the state governor for the establishment of a high level steering committee vested with the responsibility of providing leadership for the takeoff of the health laws," Zuwaira further added.
