 INTRODUCTION:

The Office of the Head of Civil Service is responsible for the leadership, management, and capacity development of the State Civil Service, which is the engine room of governance and the administrative machinery for implementing the State Government’s Policies and Programmes. This Office is headed by the Head of Civil Service.

The Office of the Head of Civil Service has three Departments and each is headed by a Permanent Secretary.

i.          General Administration

ii.         Establishment and Labour Relations

iii.        Housing and Assets Management

 FUNCTIONS.

Some of the functions of the office of the Head of Civil Service are:

i.                    Advising the State Chief Executive (Executive Governor) on issues relating to appointments, promotions, discipline, posting, secondment and deployment of Civil/Public servants.

ii.                  Management and capacity building of Civil Servants.

iii.                Serves as engine of governance, where Government policies and programmes are implemented.

iv.                Handles records of Civil Servants and automation of salaries.

v.                  Processes retirement of Civil Servants and Pension placement of retired Civil Servants.

vi.                Approves salary variations

ACHIEVEMENTS OF THE OFFICE OF THE HEAD OF CIVIL SERVICE

⮚      A. STAFF/PENSIONERS’ WELFARE.

1)      Physical Verification of Staff and Pensioners for the offset of Salary/Pension Arrears inherited from immediate past Administration.

2. The Office of the Head of Civil Service obtained approval for the release of Three Hundred Million Naira (N300,000,000.00) Monthly to settle arrears of pensions/gratuities and death benefits from 1986 to date.
3. Promotions for deserving Civil Servants almost up to date.
4. The Office of the Head of Service facilitated the attendance and participation of the Permanent Secretary (Establishments) and the Director, Establishments to the Meeting of the Standing Committee on Schemes of Service in Abuja from 30^th October - 1^st November, 2023, where recommendations reached during the meeting were presented to the National Council on Establishments (NCE) in Bauchi from 10^th to 14^th December, 20203 where Council approved the following resolutions:

                                i.            The integration of National Skills Qualification (NSQ) GL 01 - 05 in the Schemes of Service.

                              ii.            The Professionalization of the Human Resource Practice in the Public Service.

                            iii.            The establishment of Information and Public Relation Officer Cadre Structure on SGL 08 - 17 and Executive Officer (Information and Public Relations) Cadre Structured on SGL 06 - 14 in the Schemes of Service.

5. The Domestication of the Harmonized Teachers Retirement Age for Teachers in Plateau State.
6. The upward review of Reparation Allowance and Burial Expenses with effect from 1^st January, 2024.
7. The immediate placement of Retirees on monthly Pension.

B. LABOUR RELATIONS

●       Suspension of inherited strike action embarked upon by Workers in Plateau State in May, 2023.

●       Adjustment of Salary Table.

●       Upward review of Hazard Allowance for Medical Doctors, Nurses and Health Workers (CONMESS/CONHESS) including Non-clinicals Implemented.

●       Upward review of Minimum monthly Pension for Pensioners from N5,188 to N20,000 with effect from 1^st January, 2024.

●       Organized first ever Retreat for Government Officials and Labour Unions in the State.

●       Regular Payment of Checkup dues (Third party deductions) to Labour Unions in Plateau State.

●       Payment of Wage Award to Civil Servants, Pensioners, Political appointees and all other Ad-hoc workers.

●       Regular interface with Labour has enhanced Cordial Government-Labour Relations.

C.  TRAINING

1. Three Hundred and Forty-Three (343) Civil Servants were released for 2022/2023 Academic Session in various Tertiary Institutions.
2. Office of the Head of Civil Service has recommended 685 Civil Servants for various trainings in 2023/2024 Academic session.

D.  HOUSING AND ASSETS MANAGEMENT

1.         The Office of the Head of Civil Service through the Housing Department has facilitated the payments by Owner-Occupier Scheme of 2007.

2.         Increase of monthly rent deductions.

 CHALLENGES

1.                  Shortage of manpower in view of batched retirement.

2.                  Inadequate Office accommodation.

3.                  Non availability of copies of current Public Service Rules and other relevant Government Publications.

4.                  Lack of adherence to due process for Training by Ministries, Departments and Agencies.

5.                  Indiscriminate encroachment on lands adjoining to Government quarters by unscrupulous persons.

6.                  Retired Civil Servants are still holding unto Government quarters by preventing the serving Civil Servants from enjoying same.
